The User can emit a chakra which, when it comes into contact with an opponent, will erode the opponent's chakra reserves temporarily. This leaves the opponent weak and easy to eliminate. The chakra can be used through different tools such as swords, senbon, etc., to direct the attacks easier.
History:
The Kuroko clan began as a small fishing family in a small village near the ocean in the Lightning country. Times were good most of the time and the small urchins the clan caught were bountiful. Often they caught enough that they could go to Kumogakure to sell their goods.
While on a trip to Kumogakure, Ronin Kuroko, 15 at the time, was jumped by some thieves. He fought them as best as he could but, they were stronger. After hitting one with one of the sea urchins he was delivering the rest of them ganged up on him and left him for dead in the middle of the mountains with some broken bones and his urchins spread out across the path.
Luckily, some kind ninjas happened upon him and brought him back to Kumogakure to see a medical nin, Yukiko. He had to stay in Kumo for a while to heal and he sent a message to the rest of his family explaining the situation.
While he was staying there he noticed that Yukiko was skilled in the practise of acupuncture. He tried to bring up the subject a few times but it was always brushed off and he learned nothing. After a few weeks Yukiko finally explained acupuncture Ronin and that it could be used to relieve pain or cause more pain.
On his way back to his family, Ronin wasn't bothered by anymore thieves but he had lost himself in his thoughts. He had learned a lot in that village. He had learned about becoming a ninja, about acupuncture, about a completely different life and he kind of liked it.
When he came back to his family and explained what he had learned in the village they were a little doubtful of how much this would prosper the family but they allowed him to go to Kumogakure to train. He quickly got ready for his long journey and headed out into the unknown.
While training he became stronger, both physically and mentally. He learned many kinds of jutsus and found that he excelled as a ninja. He never found a specific element that he could use, however he did find that when he used his chakra against others it seemed to have a draining effect on them. It started out just a little at a time and the effects would wear off quickly but over time he came to master it and could make it last longer with much stronger results.
It was difficult to get close enough to an opponent for the poisonous chakra to work though so Ronin decided he needed to use weapons to inject it in. At first he mostly just used a katana to weild his chakra but he still remembered the acupuncture that Yukiko had shown him years back and he thought it was very interesting. He wanted to incorporate that into his fighting.
Yukiko was reluctant to show Ronin at first because she didn't want the information going into the wrong hands but Ronin soon convinced her otherwise and she decided he could be trusted. She explained acupuncture in more detail and showed him the different points on the body that could be used for pain and pleasure.
Ronin became quite skilled with senbon and practised using his poison chakra in them. It took a long time for Ronin to figure out how to make it so that the chakra didn't just disappear before it hit the target but eventually it worked. This technique allowed Ronin to incapacitate someone from a farther distance and stay hidden longer.
During the fourth shinobi war the Kuroko Clan put their techniques to good use to slow the enemies until they could be sealed. Even when revived, you still need chakra to complete jutsus. In the end some of the members of the clan died but a few still prospered.
Through the generations, the Kuroko clan has been perfecting the techniques passed down by their forefathers some use swords but most still continue to use the senbon needles which would be a constant reminder of the urchins the family used to hunt for.
